LOCAL INCENTIVES


City of Moorhead

  City Owned - Shovel Ready Property
  • Available at below market rates for qualifying businesses.
  • Fully serviced and of sufficient size to meet the company's current and future needs.
  Moorhead Border City Enterprise Zone Program
  • Annual income tax credit of up to $25,000 (currently calculated by a percentage of the annual amount of workers compensation premium)
    • o Availability of the Enterprise Zone credit is based upon State appropriation

  • New job credit for qualifying businesses
    • Amount subject to negotiation
    • Funds available through the City of Moorhead Enterprise Zone Program
  Moorhead Development Zone Program
  • Property tax exemption (5 years of 100% exemption and a "in lieu of taxes" partial exemption for up to 20 years), limited to building and site improvements
  • Up to $25,000 refundable credit for Minnesota sales tax on construction materials, supplies and new equipment
  Training Opportunities
  • Job training is available through the Workforce Center in Moorhead as well as Minnesota Job Skills Partnership, Minnesota State University Moorhead and Minnesota State Community and Technical College
  • The City has worked with West Central Initiative on projects to provide funding for job training

Moorhead Public Service - Moorhead's Municipal Water and Electricity Utility

  Economic Development Incentive Program - This program provides an economic development incentive rate for electricity to new or expanding primary sector business.
  • Up to $.01/kWh with qualifying investment, jobs, and minimum annual load fact.
  Energy Efficiency Incentive Programs
  • Cash incentives may be available through Moorhead Public Service for qualifying energy efficient lighting and equipment.

REGIONAL INCENTIVES (West Central Initiative Fund)


  Business and Industry Loan Fund
  • Loans up to $300,000 for new start-ups and expansions. Favorable interest rates negotiable.
  Workforce 2020 Grant Program
  • Assist workers in attaining skills that enable them to earn a living wage. Provides training which has direct and substantial impact on productivity, competitiveness or employee compensation.
STATE INCENTIVES


  Minnesota Investment Fund
  • The Department of Employment and Economic Development (DEED) is willing to explore assistance for capital costs. Depending on the number of jobs you add to Minnesota, within two years of the plant’s opening, the Minnesota Investment Fund could provide up to $500,000 for fixed assets such as machinery and equipment, with a 10-year maximum repayment term. Moorhead is the formal applicant to the state on behalf of your business and will consider a $100,000 grant towards repayment. Availability of this program also depends on funding that the department has at any given time in its fiscal year.
  Job Skills Partnership Program
  • Minnesota companies have extensively used the Job Skills Partnership Program to partner with educational institutions in Minnesota to create and implement training programs in a variety of manufacturing industries. DEED will eagerly pursue any options that call for customized training in which the services of a technical or community college are needed. A grant of up to is $400,000, which is awarded to the educational institution, helps underwrite the cost of developing curriculum and delivering it – which can be done on premises. The amount of the grant depends upon the training package and match provided by your company (cash or in-kind contribution).
  • Job training also is available through the Workforce Center in Moorhead as well as Minnesota Job Skills Partnership, Minnesota State University Moorhead and Minnesota State Community and Technical College, which is located within one mile of the Moorhead Business Park.
